Unable to Run under Windows 7, with what appears to be a valid OPEN statement

I am a new user of TRUbasic silver v6 and trying to run under Windows 7 32 bit. After Your advice I overcame the compile problem by running as administrator, but immediately have a new fault. When I try to Run a program I get the error message "Not enough values for attribute list in SET/Get line 230 [-11273]. This is one of the few error messages for which there is no explanation in Appendix C. The offending line reads:

230 OPEN#2: NAME "C:\USERS\USER\NORMID1.DAT" , CREATE OLD, ACCESS INPUT, ORG TEXT

According to the definition of the OPEN statement in Appendix K this appears to me to be syntactically correct. I should add that the NORMID1.DAT file does exist in the directory stated.

Is this an error of mine or is there another gremlin in the works from Windows 7?
